Why we developed the Transformational Leadership Program In 1998, the Annie E. Casey Foundation commissioned Move the Mountain Leadership Center to conduct research on leadership programs in both the private and public sector. We interviewed several community leadership programs across the country to better understand what they had to offer emerging leaders. Our findings were published in our report, Leadership Development Programs: Benchmarking Report. Our study revealed three levels of leadership development programs available to leaders who want to strengthen their capacity to lead. We have dubbed these program levels:

Transformational leadership | Most of the programs we studied belonged in the first category, providing elements of leadership to their participants. There were only a few examples of performance-based programs and no examples of Transformational leadership. With funding from the Office of Community Services, and the Annie E. Casey Foundation, MTM developed the Transformational Leadership Program and the Transformational Planning Program, a ten-step process for transforming communities by transforming the organizations that serve them.
